A new season, but the same meta as the S9

I may have missed something, usually when we change season there's a big big patch that changes a lot of things about the champions, it completely changes the META, but this season nothing, just the drakes which are certainly nice, but not changing the meta acutel, we're in seaison 10 but it's ecstatically the same meta as the S9, same champion, same problem, same frustrations, why ?!
