Can't play normals without 4 other friends to run a full squad because of the constant toxic 3 man premades reporting everyone every game.

And if you weren't toxic, then absolutely nothing will come of it.
All reporting does is trigger the IFS to review the chat logs of the reported member. If it doesn't find anything, it just leaves it alone.
Okay but why would it matter if they report you? Of you didn't break the rules you won't be punished

This is not something you should care about. That also means it is not something worth removing game features over.
If you don't like chat there are options to disable it within the settings.
