Will the new NA client ever get voice over support in other languages? (AND WHERES MY FPS)

Would love to hear my champions speak russian again without being forced to play on the russian servers since new client wont let me change my locale language.

Edit: And why can't i see my FPS and Latency anymore.

I doubt it. Maybe if Riot is feeling generous.

And press ctrl and F to show your FPS and latency.
