I'm assuming this is a meme. But seeing as how it's in GD and not memes and games, I'll respond just to be safe.

The sign is Slow!! Children Playing. Meaning slow down, there are children playing.

Again, I assume this is a meme, but for my own sanity I will post this anyways.
