Why Does Mordekaiser have very Low Base Stats?

When I looked on the wikia site for Mordekaiser's page I noticed he has very low base HP at level 18 of 1856, low health regen at all levels (though I can somewhat understand due to his passive shield and w heal), and a low movement speed of 325 without any cc (which Mordekaiser is not meant to have any cc in his kit) and only has w for a movement speed boost which is neither consistent nor reliable. Most of his base stats got nerfed during his rework with the other Juggernauts in the Juggernaut rework likey because his kit was reworked for the bot lane, but it does not seem to make sense that the Iron Revenant in armor has low health and that does not have as much movement speed as the other Juggernauts in my opinion.

I also don't know why Mordes AD growth is so back end loaded. Especially since when you get to LVL 18 his winrate tanks

I would like to know. I'm fairly certain Riot overvalued part of his kits

It feels like it's ment to force players to narrow the focus of items they want to buy. Sure you can pick up anything on him but you will find the lack of focus leaves you feeling mediocre at best. In the end it rewards you nicely for building what you need and punishes you appropriately for spreading your items thin.

Fro what I remember, morde was basically bullying adcs out of lane from the combination of him and his support out leveling them (thus beating them up with stats and abilities), the sustain he and his support would get with his shields, abilities, and double relic shield allowed them to ignore the enemies poke, his engage supports and his ms ability allowed him to ignore his weakness of no engage, and that whenever he killed the enemy adc, the free stats made him a monster and the additional damage from the ghost adc let him take bot tower instantly, then get drag, get the dragon ghost, and then go and take mid tower and probably chip the t2 tower. They nerfed his base stats so that adcs could actually chip away at him during lane and to make up for the lv advantage he would get and the massive stats he would get from ghosts and the power of the ghost itself. They nerfed his base stats to basically kick him out of Bot lane because as soon as a got a ghost adc, or a dragon, his ability to snowball objectives went through the roof.
