i dont know how riot could possibly not have known this was gonna happen when they made the item. An item with stats of its own also giving its own cost value in stats to a target of choice is obviously going to be way overpowered. You could say it has uptime and downtime but certain champs are able to keep it up 100% of the time in team fights. That means any champ that can use it effectively is not only getting good stat value for there purchase but they are also gifting a nearly full cost zeal item worth of stats to there carry.

How can you NOT know this is gonna be a problem?
