Riots plan to change Silver?

Earlier riot mention the problem in silver was there ever a plan released for it? I am sick of the fact that a third of silver is drastically better but hasn't grinded 200 games to get out a third should be there and a third are drastically worse but havn't grinded 200 games to drop out.
