Riot please nerf him, this is just out of hand what he is capable of.
One final note, every tier list ive seen puts him at an S rank. He is clearly Over powered.

You didn't even give any real reasons.
Brand offers tons of counterplays: n1 his Q and E, the most dangerous spell for the stun and major damage, are easy to dodge, you just need to side step or predict when he's gonna use them, W has short range. N2 by doing that he'll push you under turret, and Brand not only is super squishy, he has zero escapes. He can't dash away, can't knock u back, literally all you need is a jungler that ganks 3-4 times for him to go behind and not be a threat at least for the remaining of the laning phase. Same goes with Zyra.
It doesn't matter if he is a support because all of the items he wants are cheap, he does %max hp and massive amounts of base damage meaning he only wants 
to make the most of it, similar to zyra although zyra doesn't do % max hp damage.
My only problem with a brand is that he doesn't have to be picky about his targets thanks to his high burst damage and % max hp damage combined making him able to burst squishy champs and tanks alike.
Even vel koz feels better to play against as a tank since its only flat true damage that doesn't scale with your hp, unlike a brand doing %max hp damage that ignores your magic resist due to
