Why have I received a dodge timer?

The client said "launching game" and then it said "failed to launch game". I then tried to press queue up, and it said i am currently unable to join the queue, please visit riot support bla bla bla.com.

I then re-log and attempt to join the queue and it has be on a queue dodge timer?

Is there something i'm missing?
