Legacy Icons that are in the middle of an event, but unable to be bought?? What am I missing?

Legacy Warring Kingdoms/Lunar Revel Event icons that are unavailable even though the skins are made available during the event.

Legacy Heartseeker Event icons are also unavailable too even though the Heartseeker skins are available for purchase.

But the "Love Dove", "Sweetheart", and "Lovely Icons (also Legacy) are available??? Please make those icons available for purchase riot
