was it better to nerf Ardent Censer or buff tank support items?

I have heard that the reason Riot kept Ardent Censer OP was because they wanted to attract more players to play support. Therefore, they tried their best to not nerf Ardent Censer. Of course if the item is broken it needs to be nerfed. However, If they wanted to "keep their original goal with their original method of increasing the appeal of supports", would it be as simple as "balancing aggro, shield/heal and tank supports"? Therefore, wouldn't creating an item for aggro support or tank supports that are equally OP as Ardent Censer the solution?

Or is Ardent Censer tier of items simply too OP and not healthy for the game?

They tried buffing the tank support items. But top and jungle tank champions started using them so they had to nerf those again. Ex: knights vow, iron solari.

Maybe they can buff the counter to supports/ adc like the assassins (magic pen and lethality items).

Ardent was simply too OP. Damn near doubled down on the heal/shield a support could provide.

Cut the added shield/heal % and move it onto the extra effect of shield/heal. This will reduce its passive power, forcing the support to rely on the ADC to make full use of it.
