What's the ideal in between numbers for Diabetes/Sugar that shows one is fine?

I've read that a person having Diabetes/Sugar between the numbers 70 & 150 is completely fine & has no problem of Diabetes / Sugar but then I heard a Doctor telling a lady that having your Sugar around 85, 117 & 120 is not okay and it means that the lady has serious Diabetes/Sugar.

Is it the truth?

That depend on what you are actually talking about, the type of Diabetes and a lot of other factors.

If we are speaking of blood sugar level then a normal guy should have:

70–99 mg/dl while fasting and less then 140 mg/dl 2h after a meal

When you have diabetes these value are generally higher.

So if the lady normal B/S level was 70 and the result where 85 that mean that the lady has Diabetes or Prediabetes symptoms
