Why is Illumination working with electrocute considered a bug when it is a damage dealing ability?

Illumination should stack with electrocute.

Her innate is not an ability. "Ability" has a specific meaning in League and it does not refer to IQWER.

There's a lot to go over regarding things like "ability", "spell", "basic attack", etc. If you would like me to go into detail about those terms I will or we can just leave it at that.
