Loading Screen Freeze

Even though i initiate a full repair on my client, test my internet and computer capabilities i still get stuck on the loading screen. When i try to close the game out i cant. I cant switch tabs, i cant alt f4, i cant even access my task manager. After i restart my computer just to get back into game ive been notified by system that i wont receive rewards for negative behavior.

How do i fix my client so that i can get into games without being frozen on load screen and forced to restart my computer every time i want to play just one game? I even deleted the game from my computer entirely and reinstalled it just to see if that makes a difference and it barely helps. some one please help me understand why the loading screen freezes and forces me to shut down my computer.

To understand my situation better, i get 12 mbps upload and download when i test my internet. I do not feel as if this is a problem when people tell me they run the game at lower speeds and play it perfectly. I have 12gb of ram so i do not understand how i am unable to load the game either. What else should i be checking for to make sure that i am able to run league of legends that i may be missing on my end? I understand that it could be my fualt completely and i should quit the game but i do not feel like this is entirely my fualt.
