That doesn't sound good, did you report it via Bug Report/Riot Support? If the Mute Button is broken, that's going to need to be fixed asap.

Unfortunately it looks like disabling /All Chat (possibly /Allied Chat) are your best bet until it's fixed. It sucks, but there's no other options on the table.

So if you have a bug, you first of all shouldn't be losing your goddamn mind over it. It's a bug. A glitch. An unintended malfunction. Secondly, you shouldn't be reporting it in General Discussion, as there's a specific board for bug reporting.
