Reason RIOT is silent is simply because they're naive.
Look at it from this point of view: Who are the people who are running Riot? It's not people who have decades of experience in the corporate world. Most likely not even years worth of experience. It's a young folk, and they want to be "cool" and "hip". They want to use foul language, say "Shit" and "Asshole" on official Statements on the LoL website, and fine, not complaining about that. They want to be the cool uncle who buys you beer. But they are also the ones who don't understand what it means to fuck something up, and what impact that might have on the company. I'm sure they're probably sitting back and thinking, this will blow over. Thinking, in a week or 2, the forums will be filled with complaints about balance again, and not this shit. They lack the experience other executives have, to know and estimate what could happen. They are naive enough to think time heals this.
There's only 1 way they learn: We have to make sure this doesn't happen. We have to make sure this doesn't blow over. We have to make sure this is an issue they can't just sweep under the rug and forget.
We have to make sure that new players who come to the forums for the first time, immediately know what kind of b.s. happened. And how Riot won't take a clear stance to oppose that. If Riot wants this to be the first impression new players have of the company, so fucking be it! Let the front page of the forum be filled with posts until Riot notices that this is in fact a serious issue to address.
