Every time I relog it says 10-game chat restriction.

Once you've played 10 games to the end, (no remakes do not count) then it should fade
Pretty sure it's just lag given that your friends list/recent players hasn't loaded.
Based on your punishment history, would you expect a chat restriction or a ban? If you've recently served a 14-day ban, then I'd guess there was an error in which message was sent to you. If you had a reasonably clean history, then something else is amiss.
