well, the moaning she does whenever you press e surely would charm criminals better than ahri ever could. so why not
I kinda doubt it, tbh. Not because she distrusts Kai'Sa personally (she accepted an ex-criminal with VI in the end), but because of the void suit.
As long as Kai'Sa is not able to get rid of this suit (and maybe handing it over for research), there is no way to tell if this would affect her in some way in the future. She could become an uncontrolable threat.
I mean they both have equally as ridiculous fashion choices so I don't see why not?

Caitlyn would be pressured from her authorities to not let her in as I'd assume Piltover's officials would be hostile towards the idea of a void symbiote killing shit without being researched
I wouldn't say Caitlyn would INVITE her. But I'm certain that Caitlyn wouldn't say "No" to an otherwise qualified applicant despite the nature of her suit.
I wouldn't be surprised if the Piltover Police force had their own human resources dept and 
had no sway over who's let in.
