Are instant Feedback Reports still a thing?

At the beginning of the season I was getting instant feedback report about once a day for people inting/toxic playing about 6-7 games a day. I thought league was finally on the up. However, after a few months they just stopped coming in. As expected once worlds came around ranked went down the toilet just like every year. People legitimately announcing in chat they are inting, running it down then afk in base. Yet, no instant feedback report ever. Did they just remove this feature or did they go back to the old days of not banning bad behavior?
