Ranked s8 fix

Its not a secret that the ranked ladder has gotten worse every season with the smurfs and boosters ruining everyones experience. How about for s8 they make it so the highest you can place is either gold 1 or plat 5? That could be a nice temporary fix without the issue of "unnamed newbie gets stomped by Faker and quits the game"
