Rebalancing is just as effective as nerfing. The problem is like that with air travel - if you recognize that an airline, say, Delta, has too much capacity as a whole, the answer is not to just remove seats - the answer is to rebalance those seats across the airline to make sure that the average utilization is similar across each route (i.e. number of seats filled over number of seats flown).
Similarly, in League, rebalancing damage is best done rather than nerfing, otherwise you’ll end up with unkillable towers, games lasting hours, etc.
You would have been better off citing that they were pushing more damage into tank kits to make them less strong in professional play.
