In this game you can intentionally throw a match and not get banned for it.

i ran into a duo who said it was my fault they lost lane because they thought i was coming to gank their lane when i never said nor pinged i was coming.

we got into an argument and they decided to throw the game

well i ended up chat restricted and they ended up walking away unscathed.

guess what? i got them again

guess what? they trolled another game.

too bad riot only cares about chat logs and not in game performances.

Intentionally losing games is more difficult to catch than chat based offenses as the difference between someone just playing poorly and someone trying to lose is difficult to tell. Furthermore, blanket penalties for running into a turret may be effective in the short run, but will only result in people being more sneaky about how they do it. That's not to say it's not a problem, but it's entirely false to say "Riot only cares about chat logs..."

Too bad you’re wrong. Riot does care and those types of players do get punished. Their behavior doesn’t excuse your behavior.

Do yourself a favor, don't spend a penny on this game. It's very obvious Riot doesn't care.
