Why doesn't the grading system factor in role when it comes to CS?

I notice it is extemely hard to get an S on a champion that I play jungle, but is often played toplane by other players. Since I'm playing jungle my cs is lower than the average toplaner. I can get insane KDA and superb vision control, and constant warding yet still get an A-.

To be specific its extremely hard to get an S on MonkeyKing , because the grading system is comparing my cs to other Wukong players that are playing him toplane.
I a similar issue when playing mage supports that are meant to be played mid.

It does It strictly compares you to other people playing the same champ in the same role in the same region the game knows what role you're playing

You have very low relative damage throughout most of your games to where it's almost as if you go out of your way to avoid interaction with enemy champions.

The system should also keep track of outplays.
