Wish my Chat worked :(

Only way I can communicate with my team is through pings. But especially when this is the post game chat https://gyazo.com/cf353a6540a64ddcb5c79ac69438ec08 Like I have no clue what happened, why those two were mad at eachother. When I type in game a blue line appears where the chat should be and thats it. I've said something before but no resolution. Reinstalled, the game, windows, virus scan, new video drivers and more, nothing works. It saddens me I cannot communicate with the team.
