Anyone else confused at the price change on champ shards?

Before BE they cost 1700 IP. Now the price for them has shot up to 3950 BE, even though the value of shards has dropped and the cost of champions has remained constant.

Is there something I'm missing here?

1700 - a random champ shard(in the old system) ~4000 - a random champ that you don't own aka if you don't own Lulu you will get her and automatically receive her as a playeble character.
