Has anyone gotten their honor ward(s) yet?

I'm at honor level 4 and I haven't gotten it. Are they not out yet or did something happen, because I unfortunately cant find any information on these wards at all.

And as a side note, does anyone have an idea on how many runes you needed to get the rune related ward skin? Mine were almost all t3 but I did get A LOT of them :\ hell it could have just felt like a lot but it did take 3 years to get every rune I wanted.
