Can we get a champion with a movement speed passive where they constantly move and cant stand still?

It'd be a pretty nice/detrimental passive to the champion, treat it like a fighter plane, it can't loiter really but constantly moving and it'd keep moving on the last course given from your last click so if it passes where it should go it would just keep moving in that direction.

Honestly, it'd add a weakness to a character but be really nice for an AD caster in my opinion :/

What if the champion basically had a more fluid Sion ult movement all game.

Basically, your mouse steers it, but the champion never stops moving

You'd end up getting into some degenerate shit when figuring out what to do about recalls. If you have it stop moving for the recall, then the player can just use recall as their "stop" button and cancel it when they want to move again. If you make them continue moving during recall, then that's 8 seconds they can't change direction for, or it cancels the recall. If you just plain don't give them a recall... well, that would break core mechanics in a way I don't think you were intending.

What does this add to League? Wouldn't this be done better via bonuses for movement (Hecarim E, Aurelion Sol E passive, Yasuo passive shield) instead of forcing it? Does forcing constant small movement add more gameplay and enjoyment then having the champion want to be moving constantly?

I think that sounds hilariously fun. It would really make players nonstop pay attention to the game. What happens when you run into a wall though?

seems like attacking and accurately controlling it could be hard, especially at higher movement speeds.

something like hots tracer where they attack while moving could be cool.

They'd have to spin it hard because that kind of kit immediately calls a fighter/bomber plane to mind, and that'd step on corki's toes. Not to mention land shark is already a thing in Rek'Sai.
