Can we get an item that reduces shield %, similar to Grievous Wounds?

Grievous Wounds was put into the game to be a good counter towards champions that heal frequently, but since there are starting to be more and more champions that offer shields, I think an item that reduces the amount of damage a shield will protect against that will work similarly to Grievous Wounds should be in order. The only reason I think it wouldn't be a 100% possibility is because grievous would work on any healing and can be applicable to many situations, while an item that reduces shield protection would be only used for specific situations.

Champions that heal as part of their kit:

Total: 16

Champions that self heal as part of their kit: Total: 50

Champions that utilize shields: Total: 41

I may have missed a few, but there are certainly a lot of them, and an AD or AP item that reduces shields when used would certainly help in plenty of situations. As the current way to counter shields is simply to just do more damage. I especially started to think more about why there isn't a shield equivalent of Grievous Wounds when I found sett creating a 1000 hp shield (doesn't matter if it's rapidly reducing, teamfights last mere seconds and that's all he needs) along with a shen ult on top of it making him damn near unkillable.
