Garen can't use conquorer

I tried the new conqueror and relsied that garens e only gives one stack of it because it's counted as an ability and doesn't give a stack per tick. Can you hot fix this because the rune is awesome on garen, but he really can't use it.

I think its the same with Amumu, Wukong and other tick based champions.
