They've tried once. It got better, but then got worse again. It's a mix of priorities, spaghetti, and inner code that makes it likely more trouble than it's worth for the pay off. There's things better off doing than trying to fix something that doesn't honestly do much anyways.
it is laziness yes and it's aggravating, even more so since it's gotten worse, 4k health tank, death recap somehow lists brand dealing 87 damage with an AA, 60 damage with his passive and 97 damage with E, a minion gets listed dealing 26 damage and lastly a kindred which dealt 400 true damage to me by using vayne's silver bolts
Sometimes seemingly simple things can require a lot of effort to fix due to the problems being deep in the code connected with a ton of things. I sure if Riot really wanted to fix it, they could, but it’s really not worth the time and effort it would take.
Riot went over this topic a while back. I think it went something like this: Death recap just isn't their priority atm. The problem is if they want to fix it they would have to entirely redesign the fundament of it, only the really big bugs in death recap they would fix like they did 2 years ago or something

They often stated that in order to fix death Recap, they have to completely remove it first, because the bugs are in the base code. They don't have the time or resources at the moment to completely remake the death Recap, so they kinda fixed it, so that you won't die to kog maw passive doing magic damage when kog maw is very much alive, but it's still buggy.
Honestly, they've got way bigger problems right now, e. g. balancing new runes, midseason, etc.

Does the death recap make them money? Does it being broken lose money?

I want a blow by blow report on my death. I want to see stuns, slows, Knockups everything.
I'm not sure why they didn't, but every time i saw a rioter talking this, they basically always say that it would be still useless and no one would look at it even if they would fix it
I want them to fix death recap but not so much that it takes major time investments away from other systematic projects. The way I understand it, Riot has been updating their old code and making sure new code is less spaghetti but death recap has been basically untouched for 5 or so years, and even then it was just to make Revive stop killing you. It's super tied in with all the old spaghetti code and would probably be way harder to fix than anything else in the game. Hopefully they get around to it one day but it won't be easy.
Death recap has been reworked. Fancy new UI for it.

Probably a much more complicated problem than what is seen.
League of Legends is still based on legacy code from Riot's startup days, and this includes the death recap. The base code for many features in the game is not in good shape, and so to a degree where it's generally better to rebuild it from the ground up, rather than to fix stuff that is fundamentally broken. In the case of the death recap, Riot tried to fix it a while back, to some success, only for it to break again a patch later. A Rioter commented a little while back and asked questions on what we wanted to see from a functional death recap (besides fewer bugs), but it doesn't seem like there are any plans to improve it. It's not a question of laziness, so much as one of DR requiring a huge amount of tech investment to fix, for a comparatively smaller payoff in an environment where there are likely bigger technical moles to whack first.
Because it's effort that's not really needed. You already know who did the most damage to you and what type of damage they do- through other information sources in the game.
If Mordekaiser hits you with the 3rd Q and your healthbar is chunked for 3/4 your life, you Flash, then Raka runs up and ignites plus AAs you, you know who did the most damages to you by watching your healthbar. You know what type it was from the purple numbers that flashed above your head plus you can look at the tab screen to see what items they have. This same screen shows the Morde is 11-2 and the Raka is 0-6.
You also, as a player, learn fairly easily that Morde's Q does more damage the more he hits you. Player knowledge exists.
You don't need it. So it's very low priority to fix. We've gone years without needing a working death recap- if it was game-breaking it would be dealt with. It's not.

Cost/benefit analysis just isn't in favor of dealing with death recap.
For the most part, death recap is only useful to new players. Most can identify general threat levels by role and items. Second, Recap is a legacy element from release LoL. Fixing it would involve replacing some of League's foundation. Thank's to league's spaghetti code being built on over the years, that could end up adding another 100 bugs to Mord.
My guess is 2 factors:
It will take a lot of time & effort, especially coding wise, to make an an excellent Death Recap. You might think it would be a simple task, but there's probably a lot of complexity to the task under the hood.
They probably prioritize other things & features over reworking Death Recap all these years.
I once had the following:
There was a team fight including a Shyvana with Ignite, and I escaped with very low HP. Unfortunately, there was a minion wave nearby and I could see the minion's auto-attack tracking me.
I used Flash (before I saw the minion attack), Shurelya's and Protobelt, but I got hit and died nonetheless. On-screen kill was given to Shyvana.
Death recap:
Killer: Caster Minion. Physical Damage: 6
...And that was all it said.
I read deathcap at first and I was wondering what's wrong with the item xD
Their official response is along the lines of "it's too hard :(".

So for what I've seen so far, I shouldn't have said laziness in the OP. It isn't laziness, it's greed. The only time I'll accept the answer of 'not having enough resources' or 'we have other priorities' is when they're bone dry of money and can't hire anybody else. They can, they just won't, because it costs money. It's disgraceful.

I think because the old team that worked on it doesn't work with riot anymore, or something like that.
Pretty sure they said something along the lines of that it would have to be completely reworked, as in throw away the current code and work from scratch because its in such a spaghetti state
