If you aren't even going to utilize it?

Why is a new level 31 player with one, ONE, ranked game EVER played, in a Gold 4 game? Is it just to force my winrate to 50%?

There are now three whole tiers available for use underneath Gold and you're telling me someone with only one ranked game ever played doesn't belong in any one of them?

They do utilise it, if you lose all of your placement games and then a few more you're 100% pure Iron. This player clearly didn't lose all their placement games

baseline MMR for all new accounts is silver 3 (shifted up slightly due to the new influx of players in gold this season).

being that a silver 3 player can in fact matchmake with a gold 4 player, yes, by definition of how mmr works.
