Surrendering Before 20 Minutes
There is absolutely no reason you shouldn't be able to surrender before 20 minutes if all 5 team members agree to it. This isn't even an argument.

Under 20 mins should require a unanimous 5 person yes vote, after that you can do the 4-1 vote that seems reasonable.
Under extreme circumstances maybe, like if somebody has been AFK or disconnected since the start of the game.
But early game is a much different beast from late game. Comebacks happen all the time because a team comp is better at late game. That's why I've learned to never give up unless a game is obviously over. And if you're an experienced player, you should know when that is.
I agree, if you get 5 people to agree to a surrender before 20 it should be allowed.
The only thing I'd worry about would be people spamming the surrender vote from 1st blood on (you know how some people get...), but I think if you could only start the vote before 20 once it'd be fine.

what? oh! sure, if it's 5/5 vote, I'd be perfectly fine with a surrender at before 20. sometimes my team 4 votes a surrender that is such a winnable game... I need to figure out how to have insane kda if i need people to trust me that i'll carry them if they just don't tilt :(
For normals at the very least.
