Quality of Life update for Annie?

AKA Tibbers. Why is 50% of the challenge of playing Annie constantly fighting with Tibbers during a fight? Can't he just work well? It's like he obeys 1/2 of what you tell him to do and only to half the extend. Why is it hard to program a basic pet control?
