Make support more game changing.
I think the main reason support is so unpopular is because most people are playing soloque ranked, and playing support in ranked is just asking to have a much lower chance of winning.

Most supports can win a game with an ult. Some with a regular ability.
Regardless of kda, build, runes, or overall performance in the game up to this point.
How much more game changing do you want them to be?
It's unpopular because being the support means being the unsung hero. People want the glory.
If any of these supports were less than game changing, I'd eat my hat.
