How does the game decide which is stacked and ready to transform? I was messing about with an Ezreal build and had both items going at once, with Manamune being first. However, upon reaching the 750 mark, the Manamune reset and the Archangel was completed instead.

Nope. I had the Manamune going, about half done, then the staff, which instantly had the same stacks, instead of being its own count,
