Jax has been fine until Conqueror was released. That's literally the only reason (that matters) for why he's busted. Fervor was so much more healthier than Conqueror. Conq, you can just hit minions for a while and then all in the opponent and win. With Fervor you needed time to fight, which made him early game weak. Plus straight up damage is way healthier than true damage, no matter how you slice it. Especially since the damage took auto attacks and not combat time to proc up. Replace Conqueror with Fervor! it'd fix alot.

I agree, Conqueror does need to be nerfed. While not a ton of champions use it well the ones that do (Irelia, Jax) are toxic with this Keystone. True damage in general is unhealthy as it completely negates the summoner's ability to itemize. Intentionally funneling that mechanic into Runes is not a great design choice.
