Ah ok. From what I can tell. Riot starts putting assets into the game whenever they're done. Since the splash art is already finished, that's something they can put into the game while the rest of the stuff is finalized. I believe doing it this way makes it easier for everyone; workload is spread out over time, and patch sizes aren't large and dropped on us all in one go.
