Why aren't Cleaver and LW the same unique passive?
This way you actually have to make a meaningful choice and work with your team.

Because LW doesn't need 5-6 hits to fully stack up its penetration?
Unique passives that don't stack actual do have to work the same way.
Because Cleaver is reduction and LW is penetration.
But yes the synergy the two have is cancer.
What I'm curious about is how two cleavers interact in the same team
Honestly I just liked the old last whisper , it worked more like a boost With the new LW items , you do no damage without them , and then suddenly you decimate tanks with them , the difference is very easily noticeable
I don't have a problem with both being in game. What I'd like to see is the % shred from cleaver be taken out of your bonus armor first, essentially making LW less effective if a target has been shredded. I'm not sure if that's already the case or not.
