Move Surrender Vote to 5 mins

Since games are often over by 5 minutes these days anyway, why do I have to wait for a unanimous vote at 15 friggin minutes, when four out of my five teammates have given up after minute 5? especially for normal games, this makes no sense. Games that are decided in this fashion are simply unenjoyable, and feel like a pointless time-sink. Like, thank you, Riot, I'm glad I waited through queue and load-in screen to be annihilated across the board in 5 minutes because your match making this season is flaming garbage, and because the whole game has devolved into a non-strategic, luck-of-the-draw, snowball experience. There is no attempt to bring crazy champions that have been perma-pick/ban for months now into line, or to make them more tolerable to play against. Basically every champ riot has touched in the past two years is insufferable to play against and early game focused. So, again, why do we have to wait 15-20 minutes to admit defeat? This season is actually atrocious, so why make people suffer longer through irredeemable games?
