@Riot, How often is skill speed execution considered?

Was just playing a game of URF and it occurred to me the huge difference the speed at which some skills are executed compared to others.

As I pondered this, I realized maybe going over each champion and looking at how fast their skills are executed can help balance some champions. What if Katarina had a small wind up time for both her shunpo and ultimate? Meanwhile other champions like garen, darius, xerath, who had a huge wind up time for their ultimate got it reduced? Obviously some champions have wind up times for a reason like fiddles ult ( you get a free flash and AoE that continues through a zhonyas)

I understand projectile speed is a huge balancing factor with skill shots and I feel that point and click and even AoE moves should have this considered more often in the balancing process. Some champions who are barely outside the realm of rather viable might need a boost in ability execution speed meanwhile other champions who are grossly OP, if you tuned the speed at which they used their skills, would be more reasonable.

Just a random thought

Adding windup time to Katarina's abilities would destroy her btw

It would also make her more AA based, which is where the rework thats in progress is trying to go with her (last someone posted about it). It would additionally make her actually wait out CC, rather than just jumping in and getting off 2 ticks of the highest scaling attack in the game (afaik) before CC has time to go off.

It's evident that Riot takes this into consideration when buffing/nerfing champions. For example, when Veigar Veigar got his rework his E went from having barely any noticeable cast time to having a fairly long cast time. The cast time was so long that people were easily able to move out of the way without getting stunned. Then in the most recent patch they shortened the delay but it is still longer than pre-rework Veigar.

My question is not do they, but how often? Its most easily seen with veigar but im hard pressed to note another champion who received a skill speed enhancement or loss.

My point is maybe on the PBE they could try it with more champions and more abilities, definitely not on the scale they did with veigar but maybe an additional or subtracted .1 seconds in the exectuion of certain abilities would help even the playing field for those who feel too smooth/too clunky

Very often. They're considered when applying gates or even a theme. They can also make champions feel clunky, a big offender being Akali.
