Soraka

You wanted to reinforce her as a healer, riot. In order to do this, you A) Took away her old E, the only "Mana heal" in the game B) Gave her a reward for keeping her allies low in the form of her passive C) Punished her for healing allies by giving her a 10% MAX HP COST on a heal she is supposed to spam. Not sure how that makes sense, thematically OR in balance. D) Made her unable to heal herself with W, instead making her rely on a slow skillshot to heal herself up again.

Ideas Passive: Same as live, but with her second passive incorporated. Q: Extended range, reveal, slow on entire AOE. W: Passive replaced by restoring half the hp you restore to allies as mana to yourself. No more health cost, castable on self for half the heal, cooldown standardized to 2 seconds. Has its cost and base heal increased by 10 for 4 seconds each time you cast it, stacking 4 times. Range extended by 5% for each 1% health the target is missing. E: remove the damn .1 second delay before placing it. R: Remove the delay before the heal. That Curtsy has gotten more champions killed than I would care to count.

....I think you don't quite understand the purpose of these gatings they've made.

A) How would she go about giving people mana when it's an AOE ability now? B)It's not a 'reward' for keeping allies low; it's meant to help her rush to an injured ally and be able to weave by skillshots. I think of her as an ambulance with it on (WEE WOOO WEE WOO) C&D)It makes perfect sense balance wise. Could you even fathom how OP Soraka would be if she could heal every second for 600? She'd be nerfed to the ground. Gating her by having to land Q's is good design imo; it takes a lot of skill to land those from far away imo. E) Don't disagree with this. R)There's a delay?
