Unfair Dodge Penalty

Just queued up for an aram and 1 second before the loading screen i got a message that said: "Unable to join game". it just sent me to the home screen and i tried to make a new game... and i got dodge timer. Completly out of my control, it was not a disconnect, i was running stuff in the background as always ( everything was still going)

Anyone else ever encountered this issue?
