The reason it proc's the w passive every 2 shots is beacuse blood razor

And thus we get to the point of the Question: Blood razor does NOT have the phantom hit. The phantom hit passive has moved to the new Rageblade and only occurs while it is at max stacks (6). Blood razor gives 50%(?) Attack Speed and 4% max health physical damage on hit.
