Ashe Q needs to max at fewer stacks or stay stacked for much longer
Yes, instantly stacking it with volley was too strong, but keeping it at 5 stacks with a fairly quick decay is overkill. If you're concerned about it being stacked too quickly then don't let it stack off minions.
