Banshee's needs a buff, Maw and Scimitar need a nerf

That whole "40 seconds of no damage from enemy champions" thing shows why the items barely ever purchased anymore unless you're playing against Singed. Maybe it doesn't need 70 MR, but that passive cooldown is ridiculous considering how easy it is to pop beforehand. Maybe make it an active, like a Sivir spellshield.

Maw and Scimitar both straight up just need a nerf. I know Maw is being looked at in the next patch or two, but 75 AD on a really strong counter to any champion that needs a debuff? Kind of unnecessary.

Honestly if Banshee's passive was only on a timer without requiring the condition of not taking enemy damage it would greatly improve the item's consistency/efficiency. No need for a stat buff, just a straight-up functionality improvement.

the thing about banshees is that it might block CC, but technically you can just pop it by tossing out a random ability and then boom, doesn't do anything better than spirit visage for 90 seconds. only times when it really shines is when you manage to get yourself in a position on your enemy's face suddenly and they panic and toss out their CC first and then they waste it on the veil. I prefer spirit visage and mercs majority of the time honestly.

Wait why nerf maw? what's wrong with it? (genuinely curious)

At one point, Banshee's refresh used to be like 20 seconds, I still don't understand why they doubled it to 40 seconds.

To be honnest, banshee is fine. The real issue with it right now is the combine cost. They really went overboard with that one.
