If an item synergizes so well with a champion, what should Riot do?

When Vladimir/Akali abused Gunblade, they were heavily balanced around the item. Most people felt they should have needed gunblade instead of the champions.

When Shyvana, Sejuani, etc synergized with Devour/Wonderful respectively, they were nerfed (which was received badly) and then the item was nerfed.

When Ezreal abused Iceborn gauntlet, the item was nerfed. Received badly because they felt the item should have been melee only.

When Gragas/Ekko overused Iceborn/Sunfire, item was nerfed. Did not solve the balance issues of each champion and they were nerfed in later patches, leaving the champions who would have used the item well to find other alternatives.

So what is the correct balance decision?

man you dont know about the abuse of sunfire ... back in meta of sunfire cape and eve where she could stack sunfire cape and the damage wasnt unique and she could stand next to you invisible and kill you and you had zero clue

the issue is you cant have a balanced game in league it is impossible so stuff like this will happen forever and people will wonder why riot cant do their job right and complain. they cant balance there are too many variables to consider with 130+ champions and tons of items, masteries, etc. we should stop expecting it to be balanced. the lack of balance is what makes a meta. im not saying people shouldnt complain but they shouldnt really be complaining about balance they should be complaining that they want certain things changed to bring about a new meta because that is what actually happens.
