Shouldn't Elder Dragon's buff benefits the team with no previous Dragon's buff more?

I feel like the game is even more one-sided, all you get from stealing Elder Dragon is a 45 true damage over 3 sec., and if you fail you pretty much better surrender.

No, because then the prior dragons would mean less, and teams would just stall for elder dragon.
