URF and on-target cooldown?

Looks like URF's CDR buff doesn't work with on-target cooldown like Jarvan's passive, Udyr's E, Yasuo'e E, etc. esp. Yasuo's E. I mean I hate Yasuo and all but URF should make EVERYTHING RIDICULOUS CUZ IT'S FUN. must be pretty amusing to see Yasuo dash around minion wave forever.
