Idea for Reducing Mobility Creep

The Boards and Reddit have both voiced their opinion on Mobility Creep a multitude of times, saying how "almost every champion has a dash or movement ability."

In order to fix this, I have an idea.

Let: summoner 4 Have a reduced cooldown for champions without movement abilities. Let Mordekaiser have a lets say, a 300 second cooldown. While Zed will have a 400 seconds cooldown.

I also believe that champions with Ult Dashes and Speed ups should have somewhere in the middle, 350 second cooldown lets say.

Please, if this is implemented, make 3 tiers of cooldowns known, and the requirements for the tiers. Otherwise, this will just be clutter

i have never thought that making more mobility is the answer to mobility being a problem. it will just make it that much more of a problem lol. the way you deal with it is have in-game counters to mobility. like bleed doing damage per distance traveled and having chance to proc stuns on hit. I think it would be awesome if there was an item that had a 50% chance to proc a 3 second bleed that refreshes and stacks infinitely and does damage per distance traveled per stack. the dmg will seem inconsequential at first, but it could be the bane of any champion that absolutely must move after getting a few stacks of it. A player should be punished for making risky plays, and as this game has such high mobility with nothing that answers to it...it's hard to balance, and all people seem to be able to come up with is MORE MOBILITY. NO MORE MOBILITY is NEVER the answer to MOBILITY. CC IS.
