Why the fuck would they nerf Raksai and not Fiora.
She's got no mana cost and no cooldowns. And her ult heals more than your tower does...

They did nerf Fiora. Read notes, bud.

AKA, she's going to be squishier.
She didn't get nerfed on 5.17 because it was too soon. They can't really just pull numbers out of their rear and say "OK nerfed" unless it's really bad like Skarner.
